Machinery industry is the equipment industry of the national economy, the basis of science and technology materialization, the carrier of high-tech industrialization, the basic industry of national defense construction, and the industry of providing consumer mechanical and electrical products for improving people's quality of life. The mechanical industry has the characteristics of high industrial relevance, large demand elasticity, strong driving and promoting role in economic growth, and great contribution to national accumulation and social employment. The course of economic development in industrialized countries shows that without strong equipment manufacturing industry, it is impossible to realize industrialization, modernization and informatization of national economy. At present, the lagging development of equipment manufacturing industry is an important factor restricting China's economic development and industrial upgrading. To strengthen structural adjustment and promote the sustainable, healthy and stable development of machinery industry is of great and far-reaching significance for changing the mode of economic growth, improving the overall quality of the national economy, enhancing the international competitiveness of China's economy, and ensuring national defense security.

During the Tenth Five Year Plan period, with the full implementation of the third step strategic deployment of the national economy, the machinery industry will enter an important historical development period. The proposal on formulating the 10th Five Year Plan for national economic and social development passed by the Fifth Plenary Session of the 15th Central Committee of the Communist Party of China clearly states: "we should vigorously revitalize the equipment manufacturing industry, rely on key technological transformation and major engineering projects, improve the level of design and manufacturing, promote the integration of mechanical and electrical equipment, and provide advanced and complete sets of technical equipment for various industries.". The outline of the tenth five year plan also puts forward clear requirements for accelerating the development of machinery industry. The machinery industry must recognize the situation, grasp the opportunity, focus on the market demand, strengthen the reform, promote the strategic structural adjustment, and realize the optimization and upgrading of the industrial structure as soon as possible, so as to lay a solid foundation for the revitalization of the machinery and automobile industry in 2010 and better shoulder the historical responsibility of equipping the national economy.
